The federal government’s latest procurement disclosures show that National Defence remains the single largest buyer of temporary help services in Canada, accounting for the overwhelming majority of active staffing contracts through the third quarter of 2025.

According to open-data records, over a dozen HR and recruitment vendors held active service agreements with Ottawa between July and September 2025. Among them, firms such as Altis Recruitment, TAG HR, LRO Staffing, NewFound Recruiting, Procom, Kelly Services, SI Systems (MaxSys), and Calian all maintained multi-month engagements, most of them renewed or amended within the quarter.
